Harnett County Emergency Food and Shelter Program has been awarded $48,122.00 in funding from the Federal Emergency Food and Shelter Program Phase 41. This funding is to supplement established emergency food and shelter programs across the county. It is important to note this is not an individual assistance grant; this is strictly for established nonprofit agencies. These funds may be utilized by a nonprofit organization for the following services:

Food Services

• Congregate Meals
• Food Purchases
• Home Delivery (e.g. Meals on Wheels)

Shelter Services

• Mass Shelter (e.g. local Shelter Facilities)
• Hotel/Motel (up to 90 days per EFS Award Phase)
• Rent/Mortgage (up to three months or 90 days per EFS Award Phase)

Supplies and Equipment Purchases

• Cleaning Supplies for Shelters, feeding sites
• Small Equipment Purchases up to $300.00 Per item (e.g. microwave)
• Personal Protective Equipment

Utility Services for Clients

• Gas/Electric/Water (up to 3 months or 90 days per EFS Award Phase)

The selection was made by a Committee utilizing funding provided by the Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from the American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA; Salvation Army; United Jewish Communities and, United Way of America. A local board made up of Emergency Management, Social Services, United Way, Senior Citizens Council, Cooperative Extension, etc. are responsible for recommending how the funds are awarded among the emergency food and shelter programs in the local area.

Under the terms of the grant from the National Board, local organizations chosen to receive funds must: 1) be a private non-profit or government non-profit, 2) have an accounting system, 3) practice nondiscrimination, 4) have demonstrated the capability to deliver emergency food and or shelter programs, and 5) if they are a private voluntary organization, they must have a voluntary board. Qualifying organizations are urged to apply. These agencies must also have a UEI (Unique Entity Identifier) if you do not currently have this identifier for your agency you may obtain from SAM.GOV. Your agency must also have an FEIN (Federal Employer Identification Number) to receive funding from the EFS program.

Harnett County has distributed Emergency Food and Shelter funds in previous years.
