Authorization

The Authority is derived from the action of the Harnett County Board of Commissioners on February 1, 1982, in unanimously appointing nine agency representatives to serve on the Harnett County Transportation Advisory Board.

Function

To develop a coordinated human service transportation system in Harnett County with emphasis on cost efficiency and sharing of resources; to seek needed transportation resources within the budgetary limitations of the participating agencies; to implement and evaluate the transportation system; to review and update the transportation plan annually; to make recommendations to the Board of County Commissioners on transportation related matters; to take no formal actions without prior approval from the Board of County Commissioners; to function as an Advisory Board and not as an independent agency.

Special Requirements

The Harnett County Board of Commissioners shall determine the membership composition of the Advisory Board and shall appoint all members. Members shall serve at the discretion of the Board of Commissioners, appointed annually. Membership may include but shall not be limited to representatives from the following agencies: Lee-Harnett Mental Health, Mental Retardation and Substance Abuse Area Authority Council for Senior Citizens Board of Education Association of Retarded Citizens Health Department Department of Social Services Henley Roberts Day Care Nutrition Program for the Elderly Harnett County Board of Commissioners Vacancies on the original Advisory Board will be filled by the Board of Commissioners by appointment of a representative from the agency creating the vacancy. Other vacancies may be filled at the discretion of the Board of Commissioners. Absence from three consecutive meetings, without a valid reason which is recorded by the board, shall be construed as a resignation. The board shall direct the chairman to request the Harnett County Board of Commissioners to appoint a new member to serve out the unexpired term at its next regular meeting.
