County Commissioners October 3 Meeting Recap

Harnett County Board of Commissioners held a regular meeting this morning, October 3, in the Commissioners Meeting Room at the Harnett County Resource Center and Library.

Commissioners kicked off the meeting with unanimously approving several action items in the consent agenda. These action items included:

  • Approval of the September 19, 2022 regular meeting minutes
  • Approval for NC Cooperative Extension, Harnett County Center to hire an additional Full Time 4-H Agent position to replace the 4-H Program Assistant position using funds provided by the County and North Carolina A&T State University
  • Approval of the Health Department’s fee increases for flu vaccines as approved by the Board of Health at their September 15, 2022 meeting
  • Approval to waive building permit fees, water tap fees, and tipping fees associated with the Jetport Project
  • Appointment of Carl Davis, Parks & Recreation Director, as the Harnett County employee alternate Board member on the Administrative Appeals Board for Stop Arm Violations
  • Approval of an interlocal agreement for Animal Control Services with Town of Lillington.  

Next, Commissioners opened a public comment period for citizens to address the Board. There were seven citizens to provide remarks on various topics.

Following the public comment period, Commissioners discussed proposed text amendments to the Harnett County Unified Development Ordinance in order to establish the “Ed-Med” Highway Corridor Overlay District. Commissioners voted 4 to 1 to approve the text amendments.

Commissioners then discussed a zoning change from residential to commercial at the intersection of NC Hwy 27 and Baileys Crossroads Road in Grove Township. Commissioners voted unanimously to deny this zoning change.

Commissioners discussed a second proposed zoning change from commercial to residential along NC Hwy 24 in the Johnsonville Township. Commissioners voted unanimously to approve this zoning change.

County Commissioners then approved various budget amendments as requested by the Finance Officer and tax rebates, refunds, and releases as requested by the Tax Administrator.

Last, County Manager Brent Trout provided his report, which included interdepartmental budget amendments and the North Carolina Department of State Treasurer Retirement System Division Contribution Based Benefit Cap Report.
