Tax Department Now Accepting Applications for Exclusion & Exemption Programs

Deadline to submit applications is June 1, 2022

Harnett County Tax Department is accepting applications for individuals that qualify for a tax exclusion on their real property tax bills. Tax exemptions or exclusions are available for senior citizens and/or disabled individuals or disabled veterans.

Homestead Exemption for Senior Citizens or Disabled Persons

North Carolina excludes from property taxes the greater of twenty-five thousand dollars ($25,000) or fifty percent (50%) of the appraised value of a permanent residence owned and occupied by a qualifying owner. A qualifying owner is an owner who meets all of the following requirements as of January 1 preceding the taxable year for which the benefit is claimed:

  • Property Owner is at least 65 years of age as of January 1 or totally and permanently disabled; and
  • Property Owner has an income (including Social Security income) for the preceding calendar year of no more than thirty one thousand nine hundred dollars ($31,900); and
  • Property is the primary residence of the Property Owner.

Income is defined as all moneys received from every source other than gifts or inheritances received from a spouse, lineal ancestor, or lineal descendant. Married applicants residing with their spouses, includes the income of both spouses, whether or not the property is in both names.

Please note documentation that verifies all income is required.  Bank statements are not an acceptable proof of income.

The application period for this program is January 1st through June 1st each year.

Homestead Exemption for Disabled Veterans

North Carolina General Statute 105-277.1C allows an exclusion for a permanent residence owned and occupied by an owner who is a North Carolina resident and who is an honorably discharged disabled veteran OR the unmarried surviving spouse of an honorably discharged disabled veteran. The first $45,000 of the appraised value of the residence is excluded from taxation. There is no age requirement and no income requirement. A qualifying owner is an owner who meets all of the following requirements as of January 1 preceding the taxable year for which the benefit is claimed. 

Applicant must complete the following: 

  • Application for Veterans Exclusion
  • A completed NCDVA-9 Certification for Disabled Veteran's Property Tax Exclusion. This form must first be certified by the United States Department of Veterans' Affairs and then submitted with the completed application.

The application period for this program is January 1st through June 1st each year.
